Candidates in school district, city, and community college elections cannot withdraw after the filing deadline except for two reasons: severe medical hardship (requiring physician certification) or no longer residing in the district for which they filed.

Withdrawals or deaths occurring on or before September 1 of the election year result in the candidate's name being removed from the ballot.

If a vacancy occurs in a governor/lieutenant governor joint candidacy after filing with the secretary of state, the vacancy cannot be filled; instead, the joint candidacy terminates and the remaining candidate may file a new joint candidacy with a different running mate.

Filing fees for school board and community college trustee candidates remain at $20, with petition requirements of at least 50 electors (or 10% of district electors, whichever is less).

Amends K.S.A. 25-2020, 25-2106, 25-4003, and 71-1414, taking effect upon publication in the statute book.
