Creates two new distinctive license plates for Pheasants Forever and Quail Forever organizations, available to Kansas residents starting July 1, 2026, for passenger vehicles and trucks registered at 20,000 pounds or less

Creates a Delta Waterfowl license plate available starting January 1, 2027, with royalty payments remitted monthly to the Delta Waterfowl Foundation

Requires a logo use royalty payment of $25 to $100 (set by each organization) in addition to regular registration fees, paid to the county treasurer

Plates are non-transferable between persons but may be transferred from a leased vehicle to a purchased vehicle by the same owner

Applicants must consent to release of motor vehicle record information (name, address, royalty amount, plate number, vehicle type) to the sponsoring organization and state treasurer
