Requires the Kansas Office of Veterans Services to provide mandatory counseling to claimants seeking pension and compensation benefits (under 38 C.F.R. §§ 3.3-3.5) before any veterans benefit contract is valid

Holds anyone receiving compensation for veterans benefits assistance to the same ethical standards as attorneys, including rules on advertising, solicitation, confidentiality, and duty of care

Violations constitute violations of the Kansas Consumer Protection Act (K.S.A. 50-623 et seq.), with prohibited contract provisions serving as prima facie evidence of unconscionable conduct
