Raises the threshold for mandatory public bidding on county construction contracts from $25,000 to $100,000 for courthouses, jails, county buildings, bridges, highways, roads, dams, turnpikes, and stand-alone parking lots

Maintains the $25,000 threshold for surety bond requirements, meaning contractors must still provide performance bonds for all awarded contracts exceeding $25,000

Exempts from public bidding requirements: professional services, certain highway provisions under K.S.A. 68-521, insurance contracts, and emergency repairs declared by county commissioners for public health or safety

Defines qualifying emergencies as severe damage from natural or man-made causes (fire, flood, earthquake, wind, storm, explosion, riot, terrorism, hostile military action) that prevents a building or equipment from functioning as intended

Amends K.S.A. 19-214 and takes effect upon publication in the Kansas statute book
