Declares antisemitism and antisemitic acts against Kansas public policy, particularly for public educational institutions and law enforcement agencies

Adopts the International Holocaust Remembrance Alliance's working definition of antisemitism (as of May 26, 2016) as a non-legally binding standard

Defines antisemitic conduct to include: encouraging or participating in violence/vandalism against Jewish people or property; wearing masks to conceal identity while harassing Jewish students, faculty, or employees on school property; and funding antisemitic curriculum or activities in domestic or study abroad programs

Explicitly protects First Amendment rights under the U.S. Constitution and Kansas Bill of Rights from being diminished by the act

Takes effect upon publication in the Kansas Register
