Establishes a 15-member domestic violence task force within the Kansas Attorney General's office, with appointments from the governor, legislative leaders, law enforcement associations, the Kansas Coalition Against Sexual and Domestic Violence (including 3 survivors), prosecutors, and defense attorneys

Requires the task force to conduct a comprehensive review of domestic violence law enforcement statewide, identify gaps, and develop frameworks for victim protective networks, treatment options, and specialty courts for offenders

Directs the task force to study shelter availability for people fleeing domestic violence and evaluate the feasibility of requiring each city or county to designate a short-term domestic violence shelter

Mandates annual policy recommendation reports to the House Committee on Corrections and Juvenile Justice and Senate Committee on Judiciary beginning January 1, 2028

Members must be appointed by January 1, 2027, with a quorum of 8 members required for action; members receive expenses, mileage, and subsistence for meetings
