Requires law enforcement agencies and the Kansas Air National Guard to develop enforcement policies within 120 days, including authority to interdict aircraft, collect evidence, and escort violating aircraft to airports for investigation

Mandates communications facilities undergo evaluation by independent licensed radiofrequency engineers, with radiation signal strength capped at -75 decibel-milliwatt and daily fines up to $50,000 for non-compliance

Repeals the existing Kansas Weather Modification Act (K.S.A. 82a-1401 through 82a-1425)
