Creates the crime of "unlawful approach of a first responder," making it a class B person misdemeanor to knowingly remain within 25 feet of a first responder after being signaled to move back, if the approach distracts the responder or increases their concern for safety

Expands the definition of "law enforcement officer" in multiple Kansas statutes to include federal law enforcement officers as defined in 5 U.S.C. § 8401 or 6 U.S.C. § 271

Extends traffic laws applying to state and local police vehicles to also cover federal law enforcement vehicles, including classifying them as authorized emergency vehicles

Adds buildings owned by the United States to the crime of interference with the conduct of public business in public buildings

Amends the Kansas Tort Claims Act to explicitly include enforcement of federal laws and executive orders among the activities for which governmental entities are not liable for damages
