Creates the Kansas law enforcement trust fund in the state treasury, administered by the Kansas criminal justice coordinating council, to provide grants and matching funds to state, local, and tribal law enforcement agencies for technology, equipment, and public safety enhancements

Transfers $125,000,000 from the state general fund to the trust fund on or after July 1, 2026, with this principal amount remaining permanently intact to generate interest earnings

Only the interest earnings accrued in the fund may be distributed as grants; the $125 million principal cannot be spent

Requires law enforcement agencies to certify adherence to common technology standards ensuring statewide interoperability to be eligible for funding

Monthly interest earnings from the pooled money investment portfolio are transferred to the fund based on the average daily balance
