Adds "distribution of a controlled substance causing great bodily harm" and "distribution of a controlled substance causing death" (K.S.A. 21-5430) to the list of offenses that classify a person as a "violent offender" under the Kansas Offender Registration Act

Requires individuals convicted of these drug distribution offenses resulting in serious injury or death to register for 15 years after parole, discharge, or release (if confined) or 15 years from the date of conviction (if not confined)

Amends K.S.A. 22-4902 (definitions of offender categories) and K.S.A. 22-4906 (duration of registration requirements) to incorporate the new registration mandate

Time spent incarcerated or in noncompliance with registration requirements does not count toward the 15-year registration duration

Takes effect upon publication in the Kansas statute book
