Creates the Kansas First Responder Scholarship Act, providing tuition-free enrollment at Kansas postsecondary institutions for eligible first responders (with at least 6 years of service) and their dependents (if the first responder has at least 12 years of service)

Covers emergency medical service providers, firefighters, law enforcement officers, and public safety telecommunicators who are employed and reside in Kansas

Tuition coverage includes course fees, activity fees, technology fees, and other mandatory fees, but excludes room, board, books, and supplies; limited to 10 semesters of undergraduate instruction

Applicants must not already hold a bachelor's degree, must meet institutional admission requirements, and must first apply for all other federal and state financial aid including FAFSA

Kansas Board of Regents will administer the program and reimburse postsecondary institutions for waived tuition, with funding subject to annual appropriations
