Reclassifies marijuana and tetrahydrocannabinols (THC) from Schedule I to Schedule III under Kansas's Uniform Controlled Substances Act, recognizing these substances as having accepted medical use with moderate abuse potential

Reduces penalties for marijuana and THC possession: first offense becomes a Class B nonperson misdemeanor, second offense a Class A nonperson misdemeanor, and third or subsequent offenses a drug severity level 5 felony

Amends K.S.A. 21-5706 (possession offenses), K.S.A. 65-4105 (Schedule I substances), and K.S.A. 65-4109 (Schedule III substances) to reflect the rescheduling

Maintains existing exceptions for industrial hemp, hemp products, and hemp waste containing no more than 0.3% delta-9 THC concentration

Takes effect upon publication in the Kansas statute book
