Kansas Bureau of Investigation must implement a statewide offender registration system by July 1, 2028, developed in consultation with the Kansas Sheriffs' Association, to ensure real-time delivery of offender relocation notifications.

Registered offenders must pay a $10 technology fee to the sheriff's office at registration beginning July 1, 2026, with funds deposited into a new offender registration technology fund administered by KBI.

Offenders may report employment and school locations at a single point of registration (county of residence) rather than registering separately in each county where they work or attend school, effective July 1, 2028.

Law enforcement may issue a notice to appear for fee nonpayment violations; charges are dismissed if payment is made within 20 calendar days of registration.

Penalties for fee nonpayment violations: Class A misdemeanor if full payment not made within 15 days; severity level 9 felony if two or more payments are missed within 20 calendar days of most recent registration.
