Prohibits private entities, government entities, schools, and event venues from denying services, employment, or access based on an individual's use or nonuse of any medical intervention, including vaccines, masks, tests, and medical devices

Defines "medical intervention" broadly to include any medical procedure, treatment, drug, injection, mask, vaccine, biologic, test, chip, device, or monitor used to diagnose, prevent, treat, or alter health

Allows individuals to file complaints with the Kansas Attorney General, who must complete investigations and issue final orders within 60 calendar days

Authorizes civil penalties of up to $10,000 per violation for entities with fewer than 100 individuals and up to $50,000 per violation for entities with 100 or more individuals

Provisions remain in effect during any declared emergency, public health crisis, or state of emergency issued by local, state, or federal authorities
