Authorizes the chief engineer to establish multi-year flex accounts allowing groundwater rights holders to deposit their authorized water quantity in advance for up to five consecutive calendar years, replacing annual quantity limitations with a multi-year allocation

Limits deposited water to 500% of the product of the net irrigation requirement multiplied by the base water right's authorized acreage (multiplied by 110%), not to exceed five times the maximum annual quantity authorized by the base water right

Allows up to 100% of unused water from an expiring flex account to carry over into a subsequent account term, provided the total allocation does not exceed the base water right's annual quantity multiplied by the number of years in the new term

Removes the previous "base average usage" calculation method based on 2000-2009 water use records and eliminates several restrictive eligibility conditions for base water rights

Changes reporting requirements from annual reports to quadrennial reports due January 15, 2029 and every four years thereafter, submitted to House and Senate agriculture and natural resources committees
