Creates the new crime of "engaging in a street stunt," defined as operating a motor vehicle in a group of two or more vehicles while committing three or more traffic violations that disrupt normal traffic flow and cause others to stop, take evasive action, or result in property damage or injury

First offense street stunts causing fear or evasive action are Class A person misdemeanors; second or subsequent offenses become severity level 10 person felonies

Street stunts resulting in property damage or injury are severity level 9 person felonies on first offense, escalating to severity level 5 person felonies for repeat offenses

Adds "engaging in a street stunt" to the list of crimes that elevate fleeing or eluding police to a severity level 7 person felony under K.S.A. 8-1568

Qualifying traffic violations include running red lights, reckless driving, speeding, improper lane changes, failure to yield, driving on sidewalks, and driving in circles in intersections or near pedestrians
