Authorizes irrigation district boards of directors to adopt a resolution allowing board member elections to be conducted by mail ballot, with elections held on the first Tuesday in March in even-numbered or odd-numbered years as specified

Requires county election officers to jointly file a mail ballot election plan with the secretary of state at least 90 days prior to the election date

Allows boards of directors to set member terms at two, three, or four years through resolution, rather than the previous fixed terms

Adds irrigation district director elections to the list of elections that may be conducted by mail ballot under K.S.A. 25-432, alongside question submitted elections for counties, cities, school districts, and other governmental subdivisions

Amends K.S.A. 42-706 and K.S.A. 2025 Supp. 25-432 to implement these changes, with the irrigation district responsible for direct election expenses
