Eliminates the authority of the Secretary of Wildlife and Parks to issue deer permits to nonresident landowners who own 80+ acres of Kansas farm or ranch land

Removes the statutory definition of "nonresident landowner" from K.S.A. 32-937

Strikes the provision that previously allowed nonresident landowners to receive deer permits restricted to hunting only on their Kansas land

Removes expired provisions related to a pre-rut antlerless deer rifle season (expired July 1, 2015) and a deer crossbow hunting pilot project (expired January 31, 2014)

Takes effect upon publication in the Kansas statute book
