Kansas applies to Congress under Article V of the U.S. Constitution for a convention of states limited to proposing amendments that impose fiscal restraints on the federal government, limit federal power and jurisdiction, and limit terms of office for federal officials and members of Congress

The application remains in effect until at least two-thirds of state legislatures (34 states) have applied on the same subject

A 1974 Kansas constitutional amendment requires any Article V convention application to pass by a two-thirds vote in both chambers of the Kansas Legislature

The Secretary of the Senate must send copies to congressional leadership, Kansas's congressional delegation, and presiding officers of all state legislative chambers
