Requires 24 votes to withdraw a bill from committee after 7 legislative days, and 2/3 vote of all elected senators to suspend rules or change calendar order

Prohibits registered lobbyists from the Senate floor between 9:30 a.m. and 4:30 p.m. and during sessions, and requires professional dress including coat and tie for men

Establishes procedures for gubernatorial appointment confirmations requiring committee reports within 20 legislative days and majority vote of all elected senators for confirmation
