Amends KRS 211.190 to make water fluoridation programs optional rather than mandatory, with participation decisions made solely by the governing body of each water system regulated by the cabinet

Existing fluoridation programs in place at the effective date will continue unless the governing body takes action to end participation

Decisions by a water system's governing body regarding fluoridation participation are binding on all water systems supplied by that water system

Provides immunity from civil and criminal liability for governing bodies, their members and employees, and related public or private entities for decisions to continue, end, or begin participation in fluoridation programs when acting reasonably and in good faith
