Requires school district superintendents to provide federally-recognized patriotic youth organizations (as defined in 36 U.S.C. sec. 20101 et seq.) access to students on school property at least once per school year upon request

Allows organization representatives to deliver oral presentations in classrooms, during lunchtime, or at special assemblies, as well as distribute printed materials to each student

Organizations must offer programming of an educational, civic, character-building, patriotic, or moral nature to youth and must not disrupt the educational process

Printed materials provided to students must be produced at the organization's expense

Creates a new section of KRS Chapter 158, connecting to existing state requirements for character education, civic literacy, and moral instruction
