Creates the EMS Professionals Foundation Program fund in the State Treasury, funded by general fund appropriations, insurance premium surcharges, and investment earnings, to be administered by the Kentucky Board of Emergency Medical Services

Provides eligible ambulance services with an annual supplement of $4,800 per qualified full-time EMS professional (EMT, AEMT, paramedic, or advanced practice paramedic), plus required employer pension contributions

Establishes mental health treatment reimbursement for EMS professionals diagnosed with post-traumatic stress injury or PTSD caused by work-related events, covering out-of-pocket costs after insurance is utilized

Requires EMS professionals to complete 100 hours of annual in-service training (or lesser duration set by the board), hold a high school diploma, and maintain legal compliance to qualify for fund distributions

Expands the existing insurance premium surcharge distribution system to include the new EMS Professionals Foundation Program fund alongside the Firefighters and Law Enforcement Foundation Program funds
