Allows Kentucky school districts where more than 50% of schools are identified for comprehensive support and improvement to be divided into two or more new independent school districts through a voter-approved process initiated by the local legislative body

Requires the local legislative body to hold a public hearing within 30 days of notification, then vote on whether to submit a proposed division map to voters at the next regular election, with districts divided into areas of substantially similar population, area, and property value

Establishes interim school boards elected provisionally alongside the division vote, with a two-year transition timeline requiring new districts to be fully operational by the second July 1 following establishment

Mandates the Kentucky Department of Education calculate and proportionally divide originating district assets and liabilities based on projected tax assessments, with disagreements resolved by the commissioner of education within 30 days

Provides an escape mechanism allowing all interim boards to vote by 4/5 majority to merge back into the originating district if the new districts are determined not financially viable before the operational deadline
