Unmarried couples are prohibited from jointly adopting any child in Kentucky, notwithstanding any other law to the contrary.

Petitioners for adoption must be at least 18 years old and either a Kentucky resident or have resided in the state for 12 months prior to filing.

Married petitioners must file jointly unless one spouse is the biological parent of the child, though courts may waive this requirement if a joint petition would deny the child a suitable home.

Adds "fictive kin" to the list of relatives (including blood relatives, stepparents, and stepsiblings) exempt from cabinet approval requirements when adopting a child.

Specifies that upon adoption, legal relationships with biological parents terminate except for a biological parent who is the "legally married" spouse of an adoptive parent.
