Requires all firearms confiscated by the Kentucky State Police and not retained for official use to be destroyed, replacing the current system of selling them at public auction to federally licensed dealers

Eliminates the grant program funded by firearm auction proceeds that provided body armor, firearms, ammunition, electronic control devices, and body-worn cameras to local law enforcement agencies

Maintains the requirement to return confiscated firearms to innocent lawful owners before destruction, unless the owner is ineligible to possess firearms under federal law

Requires transfer of confiscated firearms and ammunition from all Kentucky law enforcement agencies to the State Police within 90 days of confiscation or abandonment for destruction

Prohibits courts and law enforcement agencies from retaining firearms for official use solely to avoid transferring them to State Police for destruction
