Defines "living wage" as at least 130% of the poverty level for the county where the employee works

Requires new employers beginning business in Kentucky after the effective date to pay all employees a living wage as their starting base salary

Applies to businesses receiving any local, state, or federal government subsidies, economic incentives, tax incentives, financing, workforce assistance, loans, or grants

Applies to businesses located in enterprise zones or opportunity zones where tax incentives have been or will be provided to the business or its investors

Applies to businesses that contract with government agencies for goods/services or lease/sublease government property
