Prohibits firearm possession, purchase, manufacture, or transport by persons convicted of domestic abuse offenses or subject to domestic violence protective orders, classified as a Class C felony

Requires individuals subject to the prohibition to transfer all firearms to local law enforcement within 24 hours of being informed, and file proof of transfer with the court within 3 business days

Applies to convictions under KRS 403.763 or 456.180, or crimes involving use, attempted use, or threatened use of physical force, deadly weapons, or dangerous instruments against family members, unmarried couples, or dating partners

Authorizes courts to order search and seizure of firearms upon probable cause that a prohibited person failed to transfer weapons; failure to comply with transfer requirements constitutes contempt of court and a Class A misdemeanor

Permits return of firearms to restrained persons upon expiration of protective orders, contingent on eligibility verification under state and federal law; convicted domestic abusers have 30 days to request transfer to a licensed firearms dealer before disposal
