Transportation Cabinet must issue personal identification cards or operator's licenses to eligible felony offenders released from Kentucky Department of Corrections, county jails, regional correctional facilities, or Federal Bureau of Prisons facilities in Kentucky

Removes the previous requirement that ID issuance from county jails depend on "if and when funds are available," making the program mandatory

Offenders must present required documentation (birth certificate, release letter with personal information, photograph, parole certificate or sentencing order) within 30 calendar days of release and pay applicable fees

Transportation Cabinet shall promulgate regulations allowing current inmates in state and federal prisons to obtain operator's licenses for work release activities or reentry initiatives, with licenses surrendered when not engaged in work outside the facility

Transportation Cabinet may partner with Kentucky Department of Corrections, U.S. Probation Office, or Federal Bureau of Prisons to use mobile units to begin the ID issuance process
