Creates a new section of KRS Chapter 64 granting expanded personnel authority to five constitutional officers: State Treasurer, Auditor of Public Accounts, Secretary of State, Commissioner of Agriculture, and Attorney General

Authorizes these officers to hire employees exempt from the classified civil service system for policy-making and policy implementation purposes

Permits these officers to increase salaries of classified employees with status up to the midpoint of their pay grade through administrative order

Overrides existing state personnel laws including KRS Chapter 18A, KRS 41.060, and KRS 64.640 that would otherwise restrict these hiring and compensation powers
