Prohibits referral fees or compensation for directing repair work to businesses when insurance proceeds will cover the costs

Requires contractors to provide homeowners with a good-faith itemized estimate of repair costs before entering into roof repair agreements under insurance claims

Creates a new section under KRS Chapter 365 (Kentucky trade practices law) to regulate contractor solicitation practices related to residential roof damage claims
