Proposes a constitutional amendment requiring Kentucky to provide Medicaid benefits to non-disabled adults aged 19-64 with income at or below 138% of the federal poverty level

Prohibits the state from imposing greater eligibility burdens or enrollment restrictions on expansion population than on other Medicaid recipients

Allows Kentucky to impose work requirements or cost-sharing requirements on the expansion population only if required by federal law or regulation

Requires coverage for eligible individuals to meet or exceed federal benchmark or benchmark-equivalent standards

Directs the Secretary of State to publish the proposed amendment in a statewide newspaper and submit it to voters at the next regular General Assembly election for ratification or rejection
