Declares administrative regulations 201 KAR 9:270 and 201 KAR 20:065 (governing buprenorphine prescribing standards for physicians and APRNs) null, void, and unenforceable, and prohibits promulgation of identical or substantially similar regulations

Prohibits the State Board of Medical Licensure, Kentucky Board of Dentistry, Kentucky Board of Nursing, and Kentucky Board of Pharmacy from creating regulations that restrict prescribing, dispensing, or administering buprenorphine or other FDA-approved Schedule III, IV, or V medications for substance use disorder treatment

Preserves each board's authority to enforce general controlled substance regulations that apply broadly to all controlled substances in a schedule, rather than targeting specific medications

Declared an emergency measure, taking effect immediately upon passage and approval by the Governor to ensure prompt access to substance use disorder treatment medications
