Establishes state policy to provide Medicaid eligibility for all Kentucky residents who qualify under the Affordable Care Act's expansion provisions (42 U.S.C. sec. 1396a(a)(10)(A)(i)(VII) and (e)(14))

Allows copayments, cost sharing, or similar charges for Medicaid recipients only to the extent required under federal law, reversing a previous prohibition on such charges

Requires the Governor to commission an independent third-party analysis of Medicaid expansion and the Kentucky Health Benefit Exchange within 30 days, examining uninsured rates, access to care, and health improvements

Mandates the Cabinet for Health and Family Services to request any necessary federal authorization within 90 days if required to implement the Act's provisions without losing federal funds
