Removes all references to public charter schools throughout Kentucky education statutes, including provisions related to employee health insurance, retirement systems, professional development requirements, and school safety protocols

Eliminates charter school employees' eligibility for state-sponsored health insurance programs, Kentucky Teachers' Retirement System participation, and County Employees Retirement System participation

Amends numerous education-related statutes to delete language that previously applied requirements to both traditional public schools and public charter schools, leaving requirements to apply only to traditional public schools

Transfers all charter school-related duties previously assigned to school boards of directors back exclusively to local boards of education for traditional public school districts
