Proposes a constitutional amendment requiring Kentucky to exercise any federally available option to expand Medicaid eligibility, both current and future options

Guarantees that individuals qualifying under the expansion receive coverage meeting or exceeding federal benchmark or benchmark-equivalent coverage requirements

Prohibits the state from imposing greater burdens or restrictions on eligibility, enrollment standards, or practices for expansion enrollees compared to other Medicaid recipients

Allows exceptions only for work requirements or cost-sharing requirements if mandated by federal law or regulation

Requires the amendment be submitted to voters at the next regular General Assembly election, with the Secretary of State publishing the full text by the first Tuesday in August before the election
