Establishes a new position of chief resiliency officer, appointed by and serving at the pleasure of the Governor, to lead efforts enhancing Kentucky's disaster preparedness and emergency response capabilities

Chief resiliency officer responsibilities include developing a statewide resiliency plan, coordinating across state agencies and local governments, and supporting disaster preparedness grant funding efforts

Covers preparedness for multiple threat types including tornadoes, floods, earthquakes, ice storms, wildfires, biohazard incidents, radioactive contamination, public health emergencies, power grid failures, and cyberattacks

Requires the Division of Emergency Management director to work in cooperation with the chief resiliency officer and assist with their duties

Authorizes the chief resiliency officer to employ staff as necessary to fulfill the position's responsibilities
