Aligns penalties for boating under the influence (BUI) with existing DUI penalties under KRS 189A.010, replacing the previous separate penalty structure that included fines of $200-$1,000 and imprisonment of 24 hours to 30+ days

Requires law enforcement to seek a search warrant for blood testing of motorboat or vessel operators involved in accidents resulting in fatalities or serious physical injuries, unless consent for testing has already been given

Mandates persons convicted of BUI to complete a department-offered safe-boating course and present a certificate of completion to the court, with a $100 fee for materials and instruction

Requires public safety telecommunicators to immediately report any motorboat or vessel accident to the Kentucky State Police post covering the accident location
