Establishes 18 as the absolute minimum marriage age in Kentucky with no exceptions, eliminating the previous provision allowing 17-year-olds to marry with court approval

Repeals KRS 402.205, which allowed 17-year-olds to petition family or district court for permission to marry and removal of disability of minority

Courts must declare void any marriage where a party is currently under 18; courts may declare void marriages where a party was under 18 at the time of marriage

Existing marriages entered before the effective date are protected if both parties are now 18 or older, including marriages from other states or countries

Requires both parties to be physically present and provide documentary proof of age (birth certificate, passport, driver's license, or other government-issued document) to obtain a marriage license
