Requires all health benefit plans covering mental health treatment to reimburse for services delivered through the psychiatric collaborative care model, an evidence-based integrated behavioral health approach defined in federal regulations (81 Fed. Reg. 80230)

Covers services billed under CPT codes 99492, 99493, and 99494, plus any additional codes the Insurance Commissioner designates through administrative regulation

Permits insurers to deny reimbursement only on grounds of medical necessity, provided determinations comply with the federal Mental Health Parity and Addiction Equity Act and state utilization review requirements

Applies to health benefit plans issued, delivered, or renewed on or after January 1, 2027

Requires the Department of Insurance to apply for a federal waiver within 180 days if any requirements are determined to exceed essential health benefits under federal law
