Requires a children's health and welfare fiscal impact statement to be prepared and attached to any bill or resolution affecting children's health or welfare before a standing committee can vote on it

Legislative Research Commission director must have statements prepared within 7 working days for bills that would cause state or local government costs; state agencies must comply with information requests within 7 working days

Statements must indicate whether the bill constitutes a state mandate on local government and estimate the fiscal effect on local government expenditures or revenues for the first full fiscal year

Director may request Attorney General certification on whether a bill constitutes a state mandate; Attorney General must respond within 7 working days

Amended bills must be resubmitted for updated fiscal impact statements, and copies must be provided to school officials upon written request
