Firearm owners and ammunition sellers must report loss or theft to law enforcement within 24 hours of discovery, including details such as caliber, make, model, serial number, and manufacturer

Law enforcement agencies must enter reported stolen/lost firearm information into the National Crime Information Center database

Firearm owners who fail to report loss or theft become jointly and severally liable for civil damages if the stolen/lost firearm is used to injure another person

Persons who knowingly furnish firearms to minors become jointly and severally liable for civil damages caused by the minor's negligent or willful use of the firearm

Amends KRS 411.155 to create an exception to existing firearm liability protections for owners who fail to report theft/loss and for those who furnish firearms to minors
