Expands duty-related disability benefits eligibility for state retirement system employees in nonhazardous positions that could be certified as hazardous (such as certain law enforcement or emergency roles), providing a minimum monthly retirement allowance of 25% of final pay for those disabled but not totally and permanently disabled

Maintains existing benefits for employees totally and permanently disabled from duty-related injuries: 75% of monthly average pay for hazardous-certifiable positions and 25% of final pay for non-hazardous positions

Waives minimum service requirements for health insurance benefits for employees disabled from duty-related injuries in hazardous-certifiable positions, treating them as having 20 years of hazardous service for insurance contribution purposes

Provides dependent children of disabled members monthly payments equal to 10% of the member's final rate of pay, capped at 40% total for all dependents

Creates retroactive application window allowing employees whose last day in qualifying positions was between January 1, 2022 and the Act's effective date to apply for these benefits by January 1, 2027
