Adds two new eligibility requirements for county commissioners, mayors, city legislative body members, school board members, and soil/water conservation district supervisors: candidates must be natural born citizens of the United States and cannot hold nationality in any other country

Amends KRS 67.060 (county commissioners), KRS 83A.040 (mayors and city council members), KRS 160.180 (school board members), and KRS 262.240 (conservation district supervisors) to include the new citizenship and nationality requirements

Reorganizes existing eligibility requirements into numbered or lettered lists while retaining current criteria such as minimum age requirements (ranging from 18-24 depending on office), residency requirements, and Kentucky citizenship requirements

School board members must additionally be at least 24 years old, a Kentucky citizen for at least 3 years, and a voter of the district they represent
