Prohibits individuals from sitting, kneeling, standing, or remaining stationary in state-maintained rights-of-way not designated for pedestrian use, including travel lanes, shoulders, medians, entrance/exit ramps, and drainage areas

Exempts individuals experiencing medical emergencies, those involved in vehicle-related emergencies who stay near their vehicle, emergency personnel and utility workers on duty, and persons in pedestrian-designated areas like sidewalks and crosswalks

Allows local governments to create limited exceptions through ordinances that establish a clear authorization process, apply uniformly, use objective criteria, and maintain records of each authorization granted

Authorizes the Kentucky Transportation Cabinet to promulgate administrative regulations defining minimum pedestrian safety standards for state-maintained rights-of-way

Amends KRS 189.570 to add a new prohibition against occupying state-maintained rights-of-way in violation of this act, alongside existing pedestrian traffic regulations
