Requires child-care centers to have a minimum of 35 square feet of indoor space per enrolled child, including bathrooms and hallways exclusively used by children at the center

Directs the cabinet to promulgate administrative regulations identifying emergency care providers who provide essential child-care services during declared states of emergency

Prohibits the cabinet from establishing capacity restrictions on class or group size during the 2020-2021 COVID-19 state of emergency that fall below the limits in effect on February 1, 2020

Makes technical amendments removing specific references to "Cabinet for Health and Family Services" throughout the statute, replacing with general references to "the cabinet" or "the secretary"
