Amends KRS 314.011 to expand dispensing authority for advanced practice registered nurses (APRNs) who are authorized to dispense nonscheduled legend drugs, aligning their dispensing definition with KRS 315.010

Clarifies that "dispense" or "dispensing" for nurses includes receiving and distributing free nonscheduled legend drug samples from pharmaceutical manufacturers to patients when appropriately prescribed

Permits distribution of nonscheduled legend drugs from local, district, and independent health departments under the direction of the appropriate governing board

Maintains existing APRN prescriptive authority limits: Schedule II controlled substances limited to 72-hour supply (except hydrocodone combination products at 30-day supply), Schedule III limited to 30-day supply, and Schedules IV-V limited to original prescription plus refills not exceeding 6 months
