Adults 21 and older may possess, traffic, or cultivate a "personal use quantity" of cannabis without penalty, arrest, or criminal offense—defined as up to 1 ounce of plant material, 5 grams of concentrates, 1,000mg THC in products, or 5 plants

Possession of cannabis beyond personal use quantities remains a Class B misdemeanor (max 45 days incarceration); trafficking and cultivation offenses remain felonies at higher thresholds starting at 8 ounces or more than 5 plants

Cannabis accessories for personal use quantities are excluded from drug paraphernalia laws; probation/parole conditions may not prohibit personal use cannabis or require testing for cannabis

Creates automatic expungement process for eligible marijuana convictions involving personal use quantities, with Administrative Office of Courts required to identify convictions within 90 days and courts to expunge within 200 days absent prosecutor objection

Voting rights restoration provided for individuals whose expunged cannabis conviction was a felony; report on expungements by county due to Legislative Research Commission by December 1, 2027
