Proposes a constitutional amendment guaranteeing individuals 21 years or older the right to possess, use, buy, or sell one ounce or less of cannabis without criminal sanction

Guarantees individuals 21 years or older the right to cultivate, harvest, and store up to five cannabis plants for personal use without criminal sanction

Authorizes the General Assembly to regulate and control the production, processing, and sale of cannabis and cannabis-derived products through general law

Requires the amendment to be submitted to Kentucky voters for ratification at the next regular election when General Assembly members are voted for

Directs the Secretary of State to publish the proposed amendment in a newspaper of general circulation by the first Tuesday in August preceding the election
