Requires all health benefit plans in Kentucky to provide coverage for in vitro fertilization (IVF), intrauterine insemination, and other assisted reproductive technology procedures, with coverage for at least two cycles and all necessary health care services to complete each cycle

Extends the reproductive health care coverage mandate to self-insured employer group health plans provided by state postsecondary education institutions and to state-sponsored health insurance plans for public employees

Creates an exemption for qualified health plans if federal law would require the state to make cost defrayal payments, though this exemption does not apply to the new reproductive health care coverage requirements

Establishes a process for calculating and distributing state payments to qualified health plan issuers when cost defrayal is required, with costs determined by actuaries and based on statewide averages

Takes effect January 1, 2027, applying to health benefit plans issued or renewed on or after that date
